Single Wall Tank Replacement – Deadline Coming Soon!

Attention all underground storage tank (UST) owners and operators in California! The State of California Senate Bill #445 requires owners and operators to permanently close or replace your underground tank containing hazardous substances not in compliance with new requirements by December 31, 2025. 

This mandate, outlined in the California Health and Safety Code, chapter 6.7, section 25292.05, applies to all single-walled tanks and non-exempt single-walled piping.

This new law affects all single-walled tanks as well as those not designed and constructed by alternative fuels:

  1. Close the tank in place after being authorized by the board.
  2. Remove the tank from its site completely.
  3. Remove and replace the tank.

Underground storage tanks

Loans and grants are available through the RUST program. RUST stands for Replacing, Removing, or Upgrading Underground Storage Tanks. This program is a system of grants and loans to help small business owners and operators come into compliance with regulatory requirements for underground storage tanks (USTs). Compliance is achieved through removing, replacing, or upgrading USTs.

The RUST program is a great way for small businesses to protect their business and improve their bottom line. By removing or upgrading their USTs, businesses can reduce the risk of environmental liability and save money on maintenance and repairs. 

What Costs are Eligible for a RUST Grant or Loan?

Eligible costs for grants include:

  • Costs for removing and replacing single-walled USTs and/or piping with doubled-walled USTs and/or piping.
  • Costs for upgrades to USTs including installation of containment sumps, under-dispenser containment boxes/pans, and electronic monitoring systems.
  • Costs for conducting enhanced leak detection tests.

In addition to what the grants cover, eligible costs for loans cover:

  • Costs for corrective actions necessary to meet applicable local, state, or federal standards include, but are not limited to, any design, construction, monitoring, operation, or maintenance requirements adopted under the California Health and Safety Code.

Single-walled USTs have one wall between the petroleum fuel and the underground soil.

Double-walled USTs have two walls between the fuel and the underground soil. The second wall provides extra containment that helps to prevent leaks from reaching the soil. It is a tank in a tank (piping in piping) system.

Who is Eligible for a RUST Grant and Loan?

RUST Grant: Independently owned and operated small businesses with petroleum USTs and fewer than 20 full-time and part-time employees are eligible for a RUST grant. 

RUST Loan: Independently owned and operated small businesses with petroleum USTs and fewer than 500 employees are eligible for a RUST loan. As with a grant, the principal office and business officers must be domiciled in California, and businesses dominant in their field of operation are excluded. All USTs owned and operated by the applicant comply with State UST regulations.

What Are The RUST Funding Amounts? 

If you are eligible for RUST funding, you cannot begin work until you have a grant or loan executed by the State Water Board. The RUST program grants are available for between $3,000 and $70,000 per grant. A small business may receive multiple RUST grants, but the maximum lifetime limit in grant money for each small business is $70,000.

What is NEVI?

The National Electric Vehicle Infrastructure (NEVI) is a program managed by the Federal Highway Administration (FHWA). NEVI aims to fund a resilient, equitable, and accessible national network of Level 3 EV fast charging stations along the nation’s highways.

Each state participated in helping map “Alternative Fuel Corridors” that string a chain of EV charging stations spaced no more than 50 miles apart in pathways that create an interconnected network. This will allow EV owners to travel cross-country without having the fear of running out of power.

Requirements To Meet NEVI Funding

NEVI requires that states meet strict specifications in their EV plans and networks in order to qualify for the funds. These requirements were designed to provide convenient charging for EV drivers who need fast charging locally or while on a trip. To be eligible for funding of up to 80% of project costs, locations must:

  • Be within 1 mile of established alternative fuel corridors (AFCS).
  • Accommodate the power requirements for DC solutions.
  • Charge four vehicles at 150 kW at the same time.
  • Cover remaining total project costs.

With 2023 approaching, let’s take a look back at some petroleum highlights from this past year. Northwest Pump attended a variety of trade shows and events, added a new vendor, and celebrated a number of well-deserved promotions and retirements.

Jeff Kelly

After 35 years of being with NWP, Bill Mathews will be retiring at the end of this year. Bill is the Petroleum Sales Manager for our Oregon, Eastern Washington, and Boise, ID branches. We thank Bill for all of his efforts and commitment to those he has worked with.

We are excited to announce that Jeff Kelly, who has been with NWP in Outside Petroleum Sales for 25 years with NWP will be taking Bill’s position. We fully trust Jeff will bring some exciting new ideas and continued commitment to his new position starting January 1st.

Scott Tracy

We would also like to announce that Scott Tracy has been promoted to the position of Vice President- Petroleum Corporate Sales Manager. Since joining Northwest Pump in August of 2000, Scott Tracy has been an integral part of NWP’s growth. Scott has worked hard in building a fantastic team of sales and operations in California. When Scott joined NWP, we only had one California office in San Diego. He has helped build a fantastic team of committed people in Anaheim, Glendale, Sacramento, Fremont, Fresno, and most recently, Valencia. Congratulations, Scott! We look forward to having him as the head of our Petroleum Division.

These 12,000-gallon and 14,000-gallon tanks were installed for a customer in Richmond, CA. These Xerxes underground tanks are an excellent solution because they are corrosion-resistant, both inside and out. To meet the needs of our customers, Xerxes offers several fiberglass tank options for a variety of applications and requirements.

New Features For The Encore 700 S

Dispenser

In September 2022, Gilbarco-Veeder Root announced the release of two new premium features for the Encore 700 Series: 6-Grade Select option and the 15.6′ touchscreen. These features are designed to provide convenience store operators with enhanced flexibility and an improved customer experience.

The 6-Grade Select empowers retailers to leverage those trends by enhancing their own blending strategies. The 6-Grade Select allows retailers to blend any two of four inlets, with up to four hoses and six fuel grades at the same fueling position- allowing the most fuel flexibility possible.

The other new feature- is a 15.6′ touchscreen that provides a next-generation user interface, which maintains the familiar Encore experience that most fuel consumers know and regularly use. The touchscreen interface eliminates the need for softkeys, creating a modern feel that younger consumers expect.

Our California Sales Team attended the Pacific Fuels & Convenience Summit in San Diego. The event was a huge success, with several good customers in attendance. We had the pleasure again of being one of the major sponsors at the annual APMA Scholarship Fund golf tournament. This is the major fundraising event for the scholarship fund and all those that participated seemed to have a great time. Over $80,000 was raised to go to the scholarship fund. Last year, APMA gave out twelve scholarships. Northwest Pump sponsored the “take a shot” hole this year. Players could shoot their ball with an air cannon to the green. It was a great time for all for a very good cause.

In May, we finally held our long-awaited Hawaii Tradeshow and Customer Appreciation after having to postpone our event a number of times. It was nice to gather with customers and vendors. We have already received positive feedback from customers! Some customers, who were unable to attend because of conflicting engagements (like high school graduations), heard about our reception from others and have already asked when we plan to have another one.

This year, to supplement our tradeshow, we wanted to show our aloha to the vendors and sales representatives by hosting a traditional backyard barbeque (Hawaiian pa’ina). We were able to stake out a great spot at the local beach park next to the hotel. Overall, everyone had a great time networking and gathering information on products from our many supportive vendors.
